Richard Elia, B.Comm., LL.B., LL.M. (ADR), A.C.C.I., Elia Associates

Richard Elia had been actively involved in the area of condominium law for over 20 years, advancing the objective of effective and ethical advocacy. Founded in 2001, Elia Associates provides legal services to condominium communities throughout Ontario.

Richard holds a Master of Law with a focus on Appropriate Dispute Resolution and the “A.C.C.I.” - Associate of the Canadian Condominium Institute - designation, which is the country’s only condo-specific designation for condominium professionals. This designation evidences Richard’s extensive condominium knowledge. 


Sally-Anne Dooman R.C.M., O.L.C.M., Wilson Blanchard Management

Sally-Anne Dooman has been managing condominium properties for almost 20 years, with experience gained in the management of high and low rise buildings, townhouse, commercial and common element condominiums. After receiving her RCM designation in 2007, Sally’s experience expanded to include managing a number of new construction sites from Occupancy through the various stages and challenges of the first few years of a condominium corporation’s life. Working with developers and Boards of Directors, Sally has experience managing in a wide variety of condominium environments and situations. In her current role as Director of Condominium Management, Sally also has responsibility for training and supporting other managers and enjoys the opportunity to meet with Boards and unit owners when chairing various Owners’ meetings. As an active member of the CCI Golden Horseshoe Chapter, Sally has written articles for condominium industry publications, been a frequent presenter at CCI conferences and educational sessions, as well as serving on various CCI committees and recently being elected to the Board of Directors.


Bilal Mirza, LL.B., LL.M., MDP, SimpsonWigle LAW

Bilal Mirza is an associate at SIMPSONWIGLE LAW, practising in the areas of residential and commercial real estate, land development and planning, and condominium law. He routinely works with buyers and sellers, builders and developers, business owners and commercial tenants/landlords, financial institutions, and condominium boards.
His diverse legal experience includes acting for government agencies as outside counsel on corporate, construction and regulatory law matters, and telecom companies as in-house corporate counsel.
